First off we would look at optimising the processes involved then put together the framework of the new system. From this we would create a centralised database system this is normally networked with various user levels.

We would require a specification (this will no doubt change throughout the process). The specification should be a breakdown of the system we can help you with this if you are unsure at this stage.
